Mayor signs short-term rental bill

WAILUKU - Maui Mayor Alan Arakawa last week signed into law a bill that establishes new regulations for short-term rentals operating within the county.

The Maui County Council voted to approve the bill on Monday by a vote of five to one.

Arakawa said the bill was a "long time in coming."

"This bill has been in the works for about 15 or 20 years now," Arakawa said. "I'd like to acknowledge all the hard work that went into this, especially from our Maui County Council members.

"This legislation should protect our residents from noisy rental operations while at the same time allowing legitimate rentals a way to conduct their business."

Although the bill is now law, the Planning Department asks the public to delay submitting any short-term rental applications until June 1. The pause will allow the department to prepare for what they expect to be a flood of applications.

"We've all worked really hard on this bill - the Planning Department and the council - and we're happy with the final version," said Planning Director Will Spence. "The department will be ready by the end of next week to accept applications and implement the bill, and we hope to see significant compliance over the next several months."

Councilman Don Couch, chair of the council's Planning Committee, described the bill as a tool to "protect the character of neighborhoods while allowing an industry that has been in the background to come out in the open and provide jobs for Maui's small businesses.

"I want to thank the vice-chair of my committee, Councilmember Gladys Baisa, for introducing this bill," Couch said. "Also mahalo to Bev Livingston, Madge Schaefer, Cathy Clark and Kerry Ramm. These four ladies are members of the community who were on many sides of this issue, but they got together and hammered out a balanced bill that will benefit everyone."

When Windows 7 launched, it was a huge success for Microsoft. Its biggest challenges were the lingering anger around Vista and the satisfaction with XP. Windows 8 is being launched into a totally different set of market conditions and with the ambitious goal of unifying all form factors onto one operating system. Here are 10 challenges Windows 8 will need to conquer to be a success.

1: The Metro UI

Make no mistake about it: An awful lot of people are pretty unhappy with Metro. From my use of Metro on a Windows 8 VM and a Windows Phone 7 device for more than a year, I can tell you that there is a night-and-day difference between Metro on a desktop and Metro on a touch screen. Not only is Metro really different from the traditional Windows UI, but even in the Consumer Preview, it feels like the mouse is a second-class citizen to touch. Unless Microsoft can get this right, a lot of first impressions of Metro will be bad.

Facebook launches App Center

Facebook launched its own?App Center late Thursday, offering users of the social network more than 600 apps from which to choose, from games like "Words with Friends" and "Marvel: Avengers Alliance" to lifestyle, news, sports, travel, photo and video programs.

Apps will be both free and paid. Users in the U.S. are the first to get the App Center, and it will be rolled out to all of Facebook's nearly 1 billion users in the coming weeks.

The center lets you browse apps by various ways, including by?what's trending, top grossing and what apps your friends have. It's almost a little weird?to see their names by apps you're perusing. For example, the app for Instagram, which Facebook is in the process of buying, shows 12 million users, and includes the names of those folks I'm Facebook friends with.

With Facebook's big push for mobile on?? with half of its users accessing the site from their phones ?? the App Center is also available in the Facebook iOS and Android apps, as well as at Facebook.com

Matt Wyndowe of Facebook said on the company's news site that users can send apps they find on their computers to their mobile devices using the new "Send to Mobile" feature. "If a mobile app requires a download, you?ll be sent to install it from the Apple App Store or Google Play," he wrote.

Every app in the App Center has screenshots and a detailed description, so you can learn more about it before installing it. It helps you control your privacy by showing the information an app needs and letting you choose who can see your activity on Facebook. If you decide you want to use an app, you can get started directly from the App Center.?
